ABOUT FINANCING

M361, in collaboration with the Youth Secretariat (Secrétariat à la Jeunesse), wants to enable indigenous youth (15 to 35 years old) and organizations rallying Quebec’s indigenous youth to undertake or pursue their actions in the field of sustainable development. How can we do this? By providing financial support and promoting the involvement and leadership of indigenous youth in this area.

General information

What are the conditions under which a non-indigenous organization can submit a project?

A non-indigenous organization must demonstrate how its project supports the leadership of indigenous youth in developing the project or how its activities are aimed at a majority of indigenous youth.
Projects involving a majority of non-indigenous youth will not be considered.

Yes, projects from young entrepreneurs can be submitted. The only restriction is that a start-up entrepreneurial project cannot be financed.
A company can submit a project to expand its existing offering.

As the Call for Projects is open to all First Nations and Inuit communities, no funds will be earmarked for any particular Nation. The analysis committee will review and analyze all eligible projects according to the criteria mentioned above. However, the final selection committee will be careful to ensure that the projects are representative of the various Nations.

Projects must be completed, and the entire budget must be used by February 28, 2025.

A total of $500,000 will be distributed among the various projects selected as part of this Call for Projects.

The payment schedule will vary according to the financial scope of the project.
A project of $10,000 or less will receive:

  • A first disbursement (50%) upon signature of the contract.
  • A final disbursement (50%) upon receipt of the activity and final financial reports.

A project over $10,000 will receive:

  • A first disbursement (30%) upon signature of the contract.
  • By October 15, 2024, a second disbursement (30%) upon receipt of the preliminary financial report (showing that the first disbursement has been entirely spent or committed).
  • A final disbursement (40%) upon receipt of the activity and final financial reports.

Forms for the preliminary and final reports will be sent to you by email.

That’s part of life, and we understand it. However, any plan changes that impact the number of activities and the budget must be communicated to M361 by email at projet@m361.ca. M361 must approve changes before they can be implemented. If this is not the case and the expense is ineligible, it may be refused when the final report is submitted. In this way, we can be sure that the final project analysis will take into account any adjustments made along the way.

Budget

To what extent can a resource’s salary be included in my application?

The annual salary of a resource to coordinate the project is an eligible expense. You are not obligated to request an entire year’s salary. You can also budget a percentage of the annual salary of your coordination resource.
Salary-related expenses may not exceed 75% of the overall project budget.
Please note! You can’t just apply for a grant for an annual salary. Your grant application must include the costs of carrying out project activities.

The budget requested must be realistic, based on the project’s planned activities. It is, therefore, possible for an organization to submit a budget of less than $65,000. The project will be evaluated using the same criteria and considerations as other projects.

No, a project can be carried out without any further financial investment from your organization or other third-party organizations.

Project Selection

Is there an advantage to demonstrating how the project meets the four components of sustainable development?
Organizations must demonstrate how their project addresses at least two components of sustainable development. During the analysis of submitted projects, additional points may be awarded to projects that cover three or more elements. For more information on the components of sustainable development, see the annex of the information document on the call for projects.
Eligible projects will be analyzed and rated according to the following criteria:
  • The support for the leadership development of indigenous youth
  • The respect for two or more components of sustainable development
  • The number of indigenous youth reached
  • The achievability of the project timetable
  • The number of partners involved
  • The realism of the budget presented
A project submitted by a person without affiliation to a responsible organization will be automatically refused.
Step 1: Eligibility validation When projects are submitted, an eligibility validation will be carried out to verify the project’s affiliation with a duly registered organization (responsible for the funding management). Step 2: Analysis Eligible projects will be rated according to scores attributed to the criteria presented in the previous question. They will then be ranked according to this score. Stage 3: Final selection A final selection committee will review and approve the projects receiving the highest scores in the analysis stage.

By March 29, 2024, whether their project is selected or not, all project sponsors will receive written notification from M361 informing them of the decision concerning their project.
Selected projects will receive this confirmation along with the grant agreement to be signed.
